Eliminates reimbursement for necessary expenses to members of the Connecticut Maritime Commission, specifying that appointed members receive no compensation for performance of their duties.

Assigns the State Maritime Office responsibility to provide staff support to the Connecticut Pilot Commission, in addition to its existing duty to support the Connecticut Maritime Commission.

Effective upon passage for all provisions amending sections 15-13c(a) and (b), 13b-51a(a) to (c), and 13b-51b of the general statutes.
