Allows a motor vehicle owner who is a natural person to designate a beneficiary in writing on the vehicle's certificate of registration to assume ownership after the owner's death.

Permits the beneficiary to apply to the commissioner for either a certificate of title alone or both a certificate of title and registration within 60 days of the owner's death.

Requires the beneficiary's application to include the original certificate of registration, death certificate, proof of identity, transfer fee, and applicable registration and title fees.

Beneficiary's ownership rights are subordinate to any lienholders with recorded security interests in the vehicle.

Takes effect October 1, 2010, and allows beneficiaries to obtain title without requiring registration if they do not intend to operate the vehicle.
