Establishes uniform rates and charges for nonconsensual towing and motor vehicle storage, to be set and published by the commissioner, with rates subject to reconsideration petitions no more than once every two years.

Modifies wrecker equipment requirements, including specifications for two flashing yellow lights mounted at least eight feet high and a spotlight directed toward hoisting equipment in the rear.

Implements a $125 registration fee for wreckers used for towing or transporting motor vehicles, renewable biennially on a staggered schedule.

Prohibits licensees from requiring vehicle owners to sign repair contracts or repair authorizations as a condition of towing service, and prohibits offering gratuities to police officers or others to obtain towing business.

Establishes a fee not to exceed $50 for lifting, transporting, or towing wrecked, disabled, or inoperable vehicles from storage premises and expands motorized personal property removal provisions to include abandoned property on private real estate.
