Removes the Connecticut Transportation Strategy Board's administrative placement within the Office of Policy and Management, providing greater operational independence.

Expands board membership to include the chairpersons and ranking members of the joint standing committee on transportation, in addition to existing appointed members.

Authorizes the board to elect its own chairperson and vice-chairperson, employ an executive director and board administrator, and hire up to two support staff persons.

Requires the Transportation Strategy Board to submit a revised transportation strategy to the General Assembly by January 5, 2011, including funding estimates, Special Transportation Fund recommendations, and additional revenue source proposals.

Transfers primary responsibility for comprehensive long-range transportation planning from the Department of Transportation to the Transportation Strategy Board.
