Extends the reinspection period for vehicles that fail emissions standards from 60 calendar days to up to 180 calendar days (60 days plus an additional 120 days) for owners experiencing economic hardship.

Allows vehicle owners to return to the same official emissions inspection station for free reinspection within the extended period if they qualify for hardship status.

Requires the commissioner to establish criteria for granting hardship extensions, with provisions for additional time if the final day falls on a Sunday, legal holiday, or a day when inspections are impracticable.

Takes effect October 1, 2010, and amends section 14-164c(k) of the general statutes regarding motor vehicle emissions inspection procedures.
