Grants the Department of Public Utility Control jurisdiction over cellular mobile telephone service providers licensed by the Federal Communications Commission in the state.

Repeals and replaces Section 16-250b of the general statutes, effective July 1, 2010.

Requires each cellular carrier to notify potential customers in writing by October 1, 2010 that unpurchased services may be available and charged on a per-use basis.

Mandates that notice of per-use charges be included in plain language contracts in twelve-point, boldface, uniform font, in accordance with Section 42-152.
