Substitute Bill No. 5465 Summary

• Labor Department shall develop a green jobs website by October 1, 2010, and maintain a biennially-updated list of green jobs related to clean energy, renewable energy, energy efficiency, and greenhouse gas reduction.

• Establishes Green Jobs Advisory Board including commissioners and representatives from utilities, workforce development, environmental groups, and clean energy businesses to meet at least annually and provide guidance on green jobs demand and training needs.

• Community-technical colleges must offer uniformly named and structured green jobs certificate and degree programs, and regional vocational-technical schools and higher education institutions must develop equipment-sharing agreements for green jobs training.

• Defines "neighborhood electric vehicle" and authorizes Motor Vehicles Commissioner to register and issue plates for low-speed electric vehicles operable on certain premises and public roads with speed limits of 30 mph or less.

• Renewable Energy Investment Fund expanded to support workforce development and plug-in hybrid vehicle transportation projects, with declining incentive system to be developed by January 1, 2011.
