Department of Environmental Protection, in consultation with the Department of Public Utility Control, must adopt regulations by January 1, 2011 to establish criteria for monitoring state spending on greenhouse gas emission reduction programs.

Before any expenditure on greenhouse gas reduction, the applicable state agency must provide the number of tons of carbon dioxide to be reduced, total amount to be expended, and expected cost per ton of carbon dioxide reduction.

After any expenditure on greenhouse gas reduction, the applicable state agency must report on the expenditure to the joint standing committees of the General Assembly having cognizance of environmental and energy matters.

Effective date is July 1, 2010.
