Repeals and replaces Section 9-7b of the general statutes to clarify the State Elections Enforcement Commission's duties and powers regarding elections, primaries, and referenda.

Adds two new Commission duties: notifying campaign treasurers of changes to election laws and regulations, and responding to written questions from campaign treasurers or candidates within ten business days.

Maintains Commission authority to investigate violations, levy civil penalties up to $2,000 per offense, issue cease and desist orders, audit campaign accounts, and refer cases to the Chief State's Attorney or Attorney General.

Requires the Commission to complete Help America Vote Act complaints within 90 days, or resolve them within 60 additional days using alternative dispute resolution if the deadline is missed.

Effective from passage of the act.
