Extends the statute of limitations for filing civil actions to recover damages for sexual abuse, sexual exploitation, or sexual assault of a minor to 30 years after reaching the age of majority.

Allows actions to be filed beyond the 30-year limit if another person files a timely lawsuit alleging substantially similar abuse by the same defendant(s).

Requires attorneys or parties filing late claims to conduct reasonable inquiry and include a certificate in the complaint affirming good faith belief in the claim, identifying physical or documentary evidence, and describing the defendant's connection to other cases.

Permits claims against the state for sexual abuse, sexual exploitation, or sexual assault by state officers or employees to be presented to the Claims Commissioner under the same statute of limitations and requirements as private civil actions.

Takes effect upon passage and applies to all pending or newly filed actions and claims related to minor sexual abuse.
