Requires practitioners of healing arts to disclose on patient bills the name of clinical laboratories used, amounts charged by the laboratory, and any practitioner procurement or processing charges for individual tests or test series.

Mandates practitioners recommend diagnostic tests inform patients of the approximate cost range for such tests to the extent reasonably able.

Requires practitioners with ownership or investment interests in diagnostic or therapeutic service entities, or who receive referral compensation, to disclose this information verbally or via conspicuous office posting and offer reasonable alternative referrals.

Repeals prior prohibitions preventing persons other than physicians, clinical laboratories, or referring clinical laboratories from directly billing for anatomic pathology services, effective October 1, 2010.

Violation of disclosure requirements constitutes a fine of not more than $100 and subjects practitioners to disciplinary action.
