Prohibits the Department of Public Health from requiring periodic inspection or pumping of septic tanks and subsurface sewage disposal systems with capacity of 5,000 gallons per day or less, except when investigating specific public health concerns or complaints.

Requires the Department of Environmental Protection to complete a study of all state basins by January 1, 2011, reviewing impacts of flow regulations on rivers, streams, and public water supply systems, with a public hearing by May 1, 2011.

Directs the Commissioner of Public Health to review the basin study and determine if flow regulations would jeopardize public water supply systems' ability to meet public health obligations; if so, exempts non-compliant systems until a preservation plan is developed by September 1, 2011.

Requires the Department of Environmental Protection to submit proposed stream flow regulations to the Department of Public Utility Control, which must initiate a docket within 60 days to examine impacts on water company ratepayers, costs, infrastructure projects, and conservation mechanisms, with a decision due within 180 days of the submission deadline.
