Increases annual state grant to receiving school districts from $2,500 to $3,000 per out-of-district student participating in the Open Choice interdistrict public school attendance program.

Raises the cap on nonlapsing funds used for supplemental grants to receiving districts from $500,000 to $800,000 when program enrollment falls below appropriated student numbers.

Maintains existing program structure for Hartford, New Haven, Bridgeport, New London, and priority school districts, with focus on improving academic achievement and reducing racial, ethnic, and economic isolation.

Preserves requirements for regional educational service centers to administer the program, manage student placement through lottery systems, provide transportation, and convene annual meetings to determine available student spaces.

Takes effect July 1, 2010, and amends Section 10-266aa of the general statutes.
