Maintains 20-credit minimum graduation requirement for classes graduating 1988-2016, with specified minimums in English (4), mathematics (3), social studies (3), science (2), arts/vocational education (1), and physical education (1).

Establishes enhanced 25-credit graduation requirement for classes graduating 2017 and thereafter (pending federal funding), including 9 humanities credits, 8 STEM credits, 3.5 career and life skills credits, 2 world language credits, and 1 senior demonstration project credit.

Requires the Department of Education to apply for federal stimulus funds under the American Recovery and Reinvestment Act of 2009 by July 1, 2010 to cover implementation costs; if funding is not secured, the enhanced 25-credit requirement does not apply.

Authorizes the Department of Education to provide grants to school districts to implement the new graduation requirements for fiscal years ending June 30, 2012 and thereafter, contingent on securing federal funding.

Limits full-time high school students to enrollment in no more than two adult education classes or activities per school year, and caps high school credit awarded for adult education at one-half credit per course with a maximum of 2 credits toward graduation requirements.
