Amends minimum education budget requirements for fiscal years 2010-2011, allowing districts with declining student enrollment to reduce budgeted education appropriations by $3,000 per student decline (FY 2010 only).

Modifies East Hartford's fixed education entitlement to remain at its FY 2009 level rather than using the previously referenced subsection calculation.

Extends supplemental transportation grants for regional educational service centers' interdistrict magnet school programs to include fiscal years ending June 30, 2009 and June 30, 2010.

Updates school readiness program staff qualifications effective July 1, 2015, requiring a bachelor's degree in early childhood education or related field, or teaching certification with early childhood/special education endorsement.

Establishes a competitive district grant account for preschool school readiness program slots in districts with more than 9,000 students; allows unexpended school readiness funds to be reallocated for program development, professional development, and supplemental grants.
