Modifies consultant selection criteria for state projects to consider whether the consultant is a micro business, as defined in section 4a-59(c).

Limits utility company deposits from non-residential customers to an amount equal to one and one-half months of charges; requires Department of Public Utility Control to examine deposit collection practices and report findings by January 1, 2011.

Authorizes Department of Transportation to set aside contracts for contractors and subcontractors with gross revenues not exceeding three million dollars in the prior fiscal year, without reducing the total value of existing small business contract set-asides.

Expands microloan pilot program to provide grants to the Community Economic Development Fund and other regional revolving loan programs for supporting microenterprises and related business development services.

Allows Commissioner of Economic and Community Development to issue eligibility certificates for certain economic development programs to businesses with North American Industrial Classification codes that meet the equivalent Standard Industrial Classification Manual specifications.
