Authorizes prosecuting officials (Chief State's Attorney, deputy Chief State's Attorney, or state's attorney) to issue subpoenas compelling production of property relevant to investigations of specified crimes effective October 1, 2010.

Requires subpoenas to specify property with reasonable particularity, allow reasonable compliance time, and cover only a reasonable time period, with production occurring at the prosecuting official's office.

Mandates that persons receiving subpoenas designate a custodian who must provide a sworn, notarized affidavit authenticating the property and confirming a thorough search for all responsive materials.

Allows prosecuting officials to seek court orders for testimony (subpoena ad testificandum) if recipients fail to comply with custodian requirements, limited to establishing thorough search, authenticity, and completeness of production.

Permits subpoena recipients to file sealed motions to quash based on lack of just cause or legal privilege, heard in camera before a Superior Court judge, with no filing fees assessed.
