Requires cell phone towers (facilities described in subdivision 6 of section 16-50i) proposed near schools to be located at least 750 feet from the school building, as defined in section 10-154a.

Adds a new finding requirement for the council to determine compliance with the 750-foot setback distance before granting a certificate for cell phone tower installation near schools.

Maintains existing requirements that the council examine feasibility of shared facility use, scenic quality impacts, and public safety concerns when considering telecommunications tower applications.

Clarifies that for electric transmission lines of 345 kilovolts or more, there is a presumption against placing overhead portions adjacent to schools, child day care facilities, youth camps, or playgrounds unless the applicant demonstrates underground burial is technologically infeasible.

Takes effect July 1, 2010, and amends section 16-50p of the Connecticut General Statutes.
