Requires community antenna television companies and cable franchise holders to provide at least the same number of public access channels (including town-specific channels) that were available as of January 1, 2008, rather than just one channel.

Prohibits discrimination in signal quality, functionality, or accessibility based on whether a channel is commercial or noncommercial.

Requires certified competitive video service providers to offer community access channels with the same or better quality as the incumbent provider within 120 days of beginning service.

Removes "holders of a certificate of cable franchise authority" from the definition of public service companies under state law.

Allows flexibility in transmission technology and protocol used to deliver community access programming without requiring specific digital or analog standards.
