Transfers education funding from municipalities to regional councils, which must provide per-student funding at previous levels and limit increases to no more than 5 percent variance between boards of education.

Transfers regionally-based functions from state departments (Children and Families, Economic and Community Development, Mental Health and Addiction Services, Social Services, State Police, universities, and community colleges) to regional councils effective July 1, 2010.

Grants regional councils authority to impose sales taxes, payroll taxes, hotel taxes, and property taxes in addition to state taxes, with revenue collected and administered by state or municipal officials and used to distribute grants to municipalities.
