Modifies section 32-613(b) of Connecticut General Statutes to streamline licensing and permitting for downtown higher education center projects and riverfront infrastructure development projects.

Grants sole jurisdiction over licenses, permits, and approvals for these projects to the relevant state commissioner(s), excluding all other state agencies, commissions, councils, committees, and panels.

Eliminates notice requirements for tentative and final determinations regarding project licenses, permits, and approvals except as expressly provided in this subsection.

Treats downtown higher education center and riverfront infrastructure projects as state facilities, exempting them from municipal ordinances, laws, and regulations that would otherwise apply.

Effective date: October 1, 2010.
