Amends Section 15 of Special Act 07-11 to allow the Bridgeport Port Authority to lease parcels of the conveyed land for economic development and waterfront purposes, with reversion to the state if land is not used for those purposes or ownership is not retained.

Conveys approximately 40 acres in Newington from the Department of Mental Health and Addiction Services to the town of Newington for open space purposes, with reversion if not used as specified.

Conveys approximately 0.5 acres in Greenwich from the Department of Transportation to the town of Greenwich for open space and public safety purposes, with reversion provisions.

Conveys approximately 1.83 acres in Portland from the Department of Environmental Protection to the town of Portland for fire house construction, with reversion if not used as specified.

Conveys approximately 0.46 acres in Marlborough from the Department of Transportation to the town of Marlborough for open space or municipal purposes, with reversion provisions.

Conveys two parcels totaling approximately 11.3 acres in Andover to private individuals Carolyn and Edward Sheehan at fair market value plus administrative costs.

Conveys approximately 15 acres in Andover to Lawrence and Fay Green at fair market value plus administrative costs.

Conveys approximately 9.9 acres in Andover to Peter Yeomans at fair market value plus administrative costs.

Conveys a parcel in New Haven to the city for traffic mitigation purposes related to the Downtown Crossing development, at administrative cost only, with reversion if not used as specified.
