Commissioner of Revenue Services and Labor Commissioner shall examine the federal Work Opportunity Tax Credit and determine how to implement a matching state tax credit for employers hiring individuals convicted of crimes within one year of release or conviction, with findings due to the Judiciary Committee by January 5, 2011.

Department of Correction and Department of Mental Health and Addiction Services must report to the Secretary of State during decennial census years with names, demographics, and pre-confinement addresses of incarcerated persons, enabling census population adjustments to reflect incarcerated individuals' home communities rather than prison locations.

Secretary of State shall adjust federal decennial census population counts to reassign incarcerated individuals to their pre-confinement addresses for purposes of state and federal funding distribution and legislative districting.

Employers (including the state, political subdivisions, and state contractors) are prohibited from inquiring about or requiring disclosure of an applicant's criminal history on employment applications until the applicant is deemed otherwise qualified and given a conditional job offer, with background checks permitted only after such offer is made.
