Repeals and replaces section 54-130e to establish a provisional pardon system administered by the Board of Pardons and Paroles that relieves eligible offenders of employment and licensing barriers or forfeitures resulting from criminal convictions.

Defines "eligible offender" as a state resident convicted of a crime in Connecticut or another jurisdiction who applies for or is under jurisdiction of the Board of Pardons and Paroles, excluding employment with law enforcement agencies.

Authorizes the Board of Pardons and Paroles to issue provisional pardons at any time after sentencing if the board determines the pardon promotes rehabilitation through employment and is consistent with public safety and protection of property.

Provisional pardons issued for misdemeanors automatically convert to absolute pardons after three years, and those for felonies convert after five years, if the person is not convicted of any crime during that period.

Requires the Board to notify the court clerk when a provisional pardon is granted, and mandates the clerk seal the conviction records, effective October 1, 2010.
