Changes the Chief Court Administrator's authority from discretionary ("may") to mandatory ("shall") in establishing employment standards and training programs for judicial marshals involved in prisoner custody and transportation.

Requires the Judicial Department to publish a written summary of judicial marshal employment standards on its website by October 1, 2011, including standards for selection, continuance of employment, and promotion.

Applies the same mandatory standards and public disclosure requirements to judicial marshals responsible for courthouse security.

Transfers all property previously used by sheriffs for prisoner transportation and court security to the Judicial Department.

Allows the Chief Court Administrator to provide security services from judicial marshals to state agency facilities contiguous to courthouses when security requirements are mutual and best served through such arrangement.
