Repeals and replaces Connecticut General Statutes Section 30-102 regarding dram shop liability, effective October 1, 2010

Establishes that sellers of alcoholic liquor to intoxicated persons are liable for damages caused by the purchaser's intoxication, up to $250,000 per person or $250,000 aggregate for multiple injured parties

Requires injured parties to provide written notice to the seller within 120 days of injury (or 180 days in cases of death or incapacity), specifying time, date, sale details, and injury location

Limits lawsuits to one year from the date of the injury-causing act or omission

Eliminates negligence liability for sellers regarding alcohol sales to persons 21 years of age or older and defines "sells" to mean direct provision of alcoholic liquor to a person
