Adds noncitizens, full-time students attending accredited institutions, and small business operators to the list of persons who may request exclusion from jury summons, with small business defined as employing no more than 50 employees on at least half of working days in the preceding 12 months.

Requires the Jury Administrator to summon jurors only to court locations within the judicial district that includes the town where the juror resides.

Establishes that persons with permanent disabilities documented by a licensed physician, those age 70 and older who opt out, certain elected officials, and judges may be maintained on a permanent exclusion list from jury summoning.

Permits the Jury Administrator to require annual resubmission of exclusion requests from small business operators and students to maintain their exclusion status.

Changes terminology from "chosen" to "summoned for jury duty" and clarifies the capacity standard for jury service as the ability to perform sedentary work requiring close attention for six hours daily over at least three consecutive business days.
