Establishes procedures for when courts prohibit or limit expenditures from the Citizens' Election Fund for candidate committees during election periods.

For special elections to fill General Assembly vacancies, if a court prohibits or limits fund expenditures for 7 or more days beginning 45 days before the election, the Citizens' Election Fund provisions become inoperative until the day after the special election.

For state elections, if a court prohibits or limits fund expenditures for 30 or more days on or after April 15, the provisions become inoperative until December 31 of that year; if the prohibition continues on April 15 of the second succeeding year, the provisions remain inoperative indefinitely.

For primary elections held on the second Tuesday in August, if a court prohibits or limits fund expenditures for 15 or more days, the provisions become inoperative until December 31 of that year with the same continuing limitation as state elections.

Allows candidates who received Citizens' Election Fund moneys before any court prohibition takes effect to retain and spend those funds unless the court specifically prohibits them from doing so.
