Amends Connecticut General Statutes Section 2-33a to redefine "increase in personal income" as the increase in personal income for Connecticut residents as calculated by the United States Department of Commerce

Redefines "increase in inflation" as the increase in the consumer price index for the preceding twelve-month period according to the United States Department of Labor

Redefines "general budget expenditures" to mean all expenditures from all appropriated funds

Aims to fully implement the constitutional spending cap through these definitional clarifications
