Authorizes $12.9 million in bonds for economic development projects in Hartford ($5.7 million) and Bridgeport ($7.2 million), including grants for the John E. Rogers African American Cultural Center, streetscape improvements, and neighborhood revitalization.

Authorizes $45.1 million in bonds for infrastructure projects in Hartford ($10.6 million), Bridgeport ($27.7 million), and New Haven ($6.8 million), including flood control, parking, parks renovation, public safety facilities, and waterfront improvements.

Authorizes $600,000 in bonds for culture, tourism and entertainment projects in Bridgeport, including improvements to Bluefish Stadium and the Palace Theater.

Adjusts existing bond authorizations from prior fiscal years, reducing amounts for various departments and programs across education, transportation, environmental protection, and social services.

Authorizes $2.5 million in special tax obligation bonds for a Fix-it-First program to repair or eliminate state railroad grade crossings, and $4.825 million for environmental cleanup of service plazas along major highways.
