Establishes the Plan to Effectively Reorganize the Functions, Operations, Responsibilities and Mission of State Agencies (PERFORM) Commission to examine state government institutions and recommend ways to achieve efficiencies, eliminate redundancies, and reduce the size and cost of state government.

PERFORM Commission consists of 24 members appointed by the Governor (6), Chief Justice (6), Speaker of House (3), President Pro Tempore of Senate (3), House Minority Leader (3), and Senate Minority Leader (3), with no more than 12 members from the General Assembly; three cochairpersons appointed by the Governor, Chief Justice, and leadership of both chambers.

Commission must finalize recommendations by September 1, 2010, evaluating criteria including overlapping agency missions, outdated functions, administrative efficiency, technology utilization, and cost-effectiveness.

Establishes PERFORM Review Board (4 members appointed by August 1, 2010) to review commission recommendations, hold public hearings in each congressional district by October 15, 2010, and submit fully drafted recommendations to legislative clerks by December 1, 2010.

General Assembly must vote to enact or reject review board recommendations in their entirety without amendment by February 28, 2011; recommendations requiring legislation are submitted as bills, while administrative recommendations go directly to the Governor or Chief Justice.
