Expands the State Librarian's records management authority to include legislative and judicial department records in addition to executive branch records, effective October 1, 2010.

Transfers all powers and duties of the Examiner of Public Records to the Public Records Administrator position, appointed by the State Librarian.

Modifies the Freedom of Information Act exemption for preliminary drafts and notes to require individual determinations that public interest in withholding outweighs public interest in disclosure for each specific request, rather than allowing blanket denials.

Requires that any denial of requests for preliminary drafts or notes must reference the specific request and cannot be based on a general policy statement against disclosure.
