Prohibits operating a motor vehicle on a highway while using a hand-held mobile telephone to engage in a call or using a mobile electronic device while the vehicle is in motion, effective October 1, 2010.

Specifically prohibits typing, sending, or reading text messages with a hand-held mobile telephone or mobile electronic device while a vehicle is in motion.

Establishes tiered fines: up to $50 for violations occurring October 1, 2010 through September 30, 2011, and up to $100 for violations on or after October 1, 2011.

Exempts emergency calls, law enforcement officers and emergency personnel performing official duties, and hands-free mobile telephone use from the general prohibition.

Imposes stricter restrictions on school bus drivers and persons under 18 years old, with fines up to $100; adds $100 fine for distracted driving violations involving other prohibited activities, and $500 additional fine if such activities result in an accident.
