Requires all public and independent higher education institutions to report annually to the Department of Higher Education on student credit transfers between institutions, beginning January 1, 2012.

Adds financial ratio score requirement for private occupational school certificate renewal, requiring compliance with federal regulations 34 CFR 668.

Establishes grammatical corrections throughout statutes referring to the "Board of Trustees of the Community-Technical Colleges" and related procedures for authorization revision and apprenticeship training credit.

Authorizes the Board of Trustees to establish up to three pilot programs providing household and family expense assistance to students with dependents who are eligible for federal Pell grants.

Modifies the Fire Marshal Training Council composition to include two members appointed by the Board of Trustees of the Community-Technical Colleges.
