Establishes a task force to study remediation issues in collaboration with the Department of Education's PK-20 Council, examining alignment of high school and higher education standards, early testing and remediation strategies, and bridge programs to reduce developmental education needs.

Task force composition includes 10 members: two each appointed by the House speaker and Senate president pro tempore; one each from House/Senate majority and minority leaders; the Commissioners of Higher Education and Education (or designees); and representatives from the regional community-technical college system and Connecticut State University System.

Requires all task force appointments within 30 days of the effective date, with the House speaker and Senate president pro tempore selecting chairpersons to schedule the first meeting within 60 days.

Task force must submit findings and recommendations to joint standing education and higher education committees by January 1, 2011, at which point the task force terminates.

Regional community-technical college system administrative staff shall provide support to the task force.
