Transfer administration of all social service programs from the Department of Social Services and Department of Developmental Services to private, community-based providers by July 1, 2012.

Allow the departments to continue providing services after the deadline only in geographic regions with insufficient community-based providers, as certified by the Office of Policy and Management.

Require departments to maintain service levels during the transition, with no reduction or diminution of services permitted.

Aim to achieve budgetary efficiency through privatization of social services.
