Increases the Pharmaceutical and Therapeutics Committee from 14 to 16 members by adding one child and adolescent psychiatrist and one clinician designated by the Commissioner of Children and Families.

Allows the Department of Social Services to establish maximum allowable costs for generic drugs, implement voluntary mail order pharmacy options, and provide enhanced dispensing fees to pharmacies participating in the federal 340B drug discount program.
