Allows the city of Waterbury to reclassify the Carrington School building project (Project Number 151-0275 EA) from its current designation to a new construction project.

Exempts Waterbury from requirements under Connecticut General Statutes section 10-283 and State Board of Education regulations that typically mandate school building projects with scope or cost changes be included on the eligible projects listing before state grant consideration.

Permits Waterbury to change the project scope and become eligible for a state grant commitment, provided the Department of Education's Bureau of School Facilities approves the plans and specifications.
