Amends Connecticut General Statutes Section 31-71b to add payroll debit cards as a fourth legal method for employers to pay employee wages, effective October 1, 2010.

Requires written employee consent before wages can be deposited to a payroll debit card account, and prohibits consent obtained through intimidation, coercion, fear of discharge, or as a condition of employment.

Mandates payroll debit card accounts allow employees to withdraw full wages in cash without fees at least once per pay period and permit wage disposal to the same extent as direct bank deposits.

Requires employers to disclose payroll debit card features and associated fees in writing before obtaining employee consent, and to provide statement of deductions for each pay period.

Permits employees to revoke the payroll debit card arrangement with notice to the employer and elect an alternative payment method (cash, check, or direct deposit).
