Requires long-term care facilities to provide patients with written notice that they have received a copy of the patient's bill of rights prior to or at admission and during their stay.

Mandates facilities disclose staff-to-patient ratios for all units on all shifts to patients during admission and at any time during their stay.

Establishes a consultative process for patient room transfers initiated by the facility that includes the attending physician, registered nurse, appropriate staff, and the patient or their designated representative to assess transfer necessity and alternatives.

Requires facilities to inform patients of transfer risks, benefits, and alternatives before an involuntary transfer occurs, with at least 15 days' written notice including reason, location, and ombudsman contact information.

Effective date of July 1, 2010 for amendments to Connecticut General Statutes sections 19a-550(b) and 19a-550(c).
