Restructures the Bradley Board of Directors effective July 1, 2010 to consist of nine members total: two ex-officio commissioners (Transportation and Economic and Community Development), two legislative appointees, and five private sector members appointed by the Governor (three) and Senate leadership (two).

Requires advice and consent of the General Assembly for all appointed board members under the new structure, whereas previous appointments were made without legislative approval.

Expands board duties to include employment of managerial employees with salary authority, joint development of streamlined competitive bidding procedures with the State Contracting Standards Board by June 30, 2011, and approval of significant contracts prior to execution.

Clarifies that the Bradley Board operates within the Department of Transportation for administrative purposes only, with costs reimbursable from the Bradley Enterprise Fund, and exempts board consultant selection from state contracting procedures.

Requires the Bradley Board to study and report to the General Assembly by February 15, 2011 on any statutory provisions that prevent or delay the board's ability to operate and develop the airport, with recommendations for amendments or exemptions.
