Establishes and expands the "Connecticut qualified biodiesel producer incentive account" to fund grants for qualified biodiesel producers and distributors, allowing the account to receive federal and state agency funds.

Expands eligibility for monthly production grants to include entities that "intend to actively engage in" biodiesel production or distribution, not just those currently operating.

Sets tiered per-gallon grant rates: 30 cents per gallon for the first 5 million gallons produced annually, 20 cents for the second 5 million gallons, and 10 cents for the third 5 million gallons, with reduced rates if total available funds are below thresholds.

Allows new biodiesel producers (not yet actively engaged in production) to receive one-time startup grants up to $3 million for equipment purchases and facility construction or modification, administered as direct financial assistance rather than reimbursement.

Requires grant applicants to certify biodiesel quality compliance using ASTM standard D6751 and Tier II biodiesel fuel quality protocol, rather than submitting extensive documentation.
