Eliminates fees for hunting, sport fishing, and trapping licenses issued to physically disabled persons, designating licenses as lifetime licenses not subject to expiration.

Expands the definition of "physically disabled person" to include veterans of the armed forces whose disability consists of permanent impairment of any body part or function, in addition to those with loss of limbs or permanent loss of limb use.

Requires physically disabled persons to submit physician-signed certification of their disability to the commissioner.

Extends free lifetime license benefits to non-resident disabled persons from states that offer reciprocal free licenses to Connecticut disabled persons.

Takes effect October 1, 2010, and amends Connecticut General Statutes Section 26-29b.
