Commissioner of Public Health must amend the Public Health Code by July 1, 2011 to declare wood smoke emissions that endanger health as a public nuisance.

Prohibits operation of outdoor wood-burning furnaces from April 15 through October 15 each year, effective October 1, 2010.

Exempts agricultural uses of outdoor wood-burning furnaces from the seasonal prohibition.

Defines "outdoor wood-burning furnace" as a free-standing structure with a wood-burning furnace and smoke stack used to provide heat or hot water, excluding fire pits, wood-fired barbecues, and chimineas.

Violations of the furnace prohibition constitute an infraction under Connecticut law.
