Department of Higher Education shall establish a committee to study and review its process for reviewing and approving academic programs proposed or offered by institutions of higher education.

Committee must hold its first meeting no later than September 1, 2010, and the Commissioner of Higher Education must report findings to the joint standing committee on higher education by January 1, 2011.

Committee membership includes Department of Higher Education staff responsible for the review process, three representatives from Connecticut Conference of Independent Colleges, one representative each from University of Connecticut, Connecticut State University System, and regional community-technical college system.

Committee shall determine whether to streamline the academic program review and approval process.
