Requires the Attorney General to submit annual reports to the General Assembly and Governor detailing civil actions filed under false claims statutes, including cases filed by private individuals, courts involved, and amounts recovered with breakdowns of damages, penalties, and litigation costs.

Establishes the Nursing Home Financial Advisory Committee with representatives from Social Services, Public Health, and nursing home industry groups to examine nursing home financial solvency and report annually to relevant legislative committees on activities and recommendations.

Modifies foster care procedures to allow relatives to file motions to intervene for temporary or permanent custody of children more than 90 days after preliminary hearings if the child's placement has been or is about to be disrupted.

Creates a subsidized guardianship program for children in foster care with relative caregivers, providing special-need lump sum payments up to $2,000, medical subsidies, and monthly maintenance payments comparable to foster care rates.

Makes technical corrections to human services statutes including clarifications on ConnPACE Medicare Part D enrollment procedures, nutrition commodities assistance program administration, and waiver application reporting requirements.
