Allows qualified organizations to operate "fifty-fifty" coupon games at bazaars, organization functions, and athletic events with cash prizes equal to fifty percent of coupon sales.

Requires organizations to obtain a "fifty-fifty" special event permit from the Division of Special Revenue for a $50 fee ($25 retained by state, $25 to municipality), valid for up to one year.

Limits "fifty-fifty" coupon game drawings to a maximum of three scheduled drawings per day and requires predetermined uniform coupon prices, consecutively numbered coupons, and conspicuous posting of drawing dates, times, and prices.

Requires organizations to submit verified statements to the local chief of police or chief executive officer within the following month showing total coupons sold, prizes awarded, and winner information, with copies forwarded to the Division of Special Revenue for one-year retention.

Takes effect October 1, 2010, and amends Connecticut General Statutes section 7-185a(c).
