Changes the title of "director of civil preparedness" to "emergency management director" throughout Connecticut statutes in Sections 28-1, 28-7, and 12-81w.

Expands the definition of "major disaster" to include disasters that either meet federal Stafford Act standards for assistance or require declaration of a civil preparedness emergency by the Governor.

Modifies the definition of "emergency" to allow either the Governor or President to determine when state or federal assistance is needed, changing "and" to "or" in the applicable language.

Updates Section 28-7 to require local emergency plans to address all civil preparedness activities and measures, with special provisions for municipalities on Long Island Sound regarding liquefied natural gas terminals.

All amendments take effect October 1, 2010.
