Defines "alarm system" to include burglary, holdup, and fire alarm systems that the Division of State Police or a constable under their supervision responds to, excluding temperature monitoring and medical emergency systems.

Waives fines for the first three false alarms in a calendar year; charges $25 (infraction) for fourth offense, $50 (infraction) for fifth offense, $75 (infraction) for sixth offense, and $100 (violation) for seventh and subsequent offenses.

Removes the appeal process for false alarm fines and provisions requiring payment within 30 days with a $200 penalty for late payment.

Classifies fourth through sixth false alarm offenses as infractions and seventh and subsequent offenses as violations.

Effective October 1, 2010; amends Connecticut General Statutes sections 29-6c, 51-164m, and 51-164n.
