SB 152 Summary

• Establishes a kinship navigator program within the Department of Children and Families to inform relatives about foster care licensing procedures and available state services and benefits, with information accessible through the 2-1-1 Infoline program.

• Removes the requirement for annual reporting on the kinship navigator program implementation to the General Assembly's human services committee (effective July 1, 2010).

• Modifies the Connecticut Juvenile Training School advisory group review requirements to remove reference to a public safety committee and add evaluation of safety and security issues affecting the host municipality.

• Expands the subsidized guardianship program to allow guardianship subsidies for non-related siblings of children in foster care placed with relative caregivers, with subsidies continuing until age 18 or 21 if in full-time school or job training.

• Repeals sections 17a-22m, 17a-27f, and 17a-91 of the general statutes, and updates adoption-related provisions to remove references to section 17a-91.
